Finance and Administration Officer- Responsibilities:
- The Finance and Administration Officer (FO) is responsible for the application of streamlined and effective financial systems that operate alongside the AWPB and ensure rapid disbursement as well as strong accountability. The FO is answerable to the PC for the accounts and secretarial functions of the PCU.
Job Description - The responsibilities of the FO will include:
(a) Establishing and implementing efficient and accountable financial, administrative management systems within the guidelines of IGAD.
(b) Overseeing the management and operation of Programme Accounts and ensuring compliance with all reporting requirements, project budgetary allocations, disbursement of funds, Programme audit reports, Withdrawal Applications as outlined in the Programme Implementation Manual.
(c) Assessment of the eligibility of withdrawals from the Programme Accounts to ensure that funds are used for the purpose for which they were budgeted for.
(d) Preparation and review of Statements of Expenditure (SOEs) used as the basis for submitting Withdrawal Applications to IGAD for reimbursement
(e) Establishing the systems of financial control of contracted service providers, including general terms of payment, specification of the financial returns and progress reporting that will be required and performance factors that will be imposed.
(f) Ensuring that contracts with service providers meet Government financial control rules while allowing them adequate flexibility and authority to carry out their commitments, perform the relevant tasks and disburse finance on time; and advising participants and clients on financial control and management.
(g) Supporting the M&E Officer in the MIS system and operations and relating expenditures to work done on the ground.
(h) Preparing routine financial statements for submission to the PC and Transtec.
(i) Assisting in preparation of AWPBs at various stages up to the final composite plan.
(j) Undertaking the basic preparatory work for – and participating in – the annual audit; and responding to related queries and comments.
