The unit responsible for carrying out the evaluation function of United Nations Office on Drugs and Crime (UNODC) is the Independent Evaluation Unit (IEU). The IEU is leading and guiding evaluations in order to provide objective information on the performance of UNODC. Consistent to IEU’s approach to manage, oversee and quality assure independent evaluations, develop innovative evaluation-based knowledge products, contribute to building NEC and NES as well as synthesize and analyse data stemming from evaluations and assessments, the main deliverables of this contract will be:
- Independent Project and In-Depth Evaluations
- Analysis of Evaluation Results
- Evaluation Quality Assessments
- Approach Papers on Relevant Topics
EXPERTISE REQUIRED
Analysts :
- At least 10 years of professional experience in a variety of areas related to UNODC’s mandate as well as evaluation, Results-Based Management and Analysis (depending on the topic for the provided service). This may include amongst others:
- Experience in conducting evaluations of projects, programmes, policies, strategies, etc. in an international context.
- Substantive experience in the service to be provided (National Evaluation Capacity Building; Evaluation Quality Assessments; meta-analytical products; etc.).
- Substantive experience in UNODC’s thematic areas (e.g. financial crime; terrorism prevention; HIV/AIDS prevention; drug traffickina; human trafficking and migrant smuggling; capacity building; research; etc.).
- Substantive experience in conducting various analyses, assessments, etc.
- Knowledge and experience with human rights and gender equality in analyses, assessments, research, etc. is an asset
- An appropriate range of regional and country experience
- Excellent writing and communication skills in English
- Act with cultural sensitivity and pay particular attention to protocols, codes and recommendations that may be relevant to their interactions with women, minority groups, etc.
